The City of Salou wants to hear the proposals of its citizens to implement investments of participatory budgets, whose departure is 250,000 euros. From next Monday until February 8, the people of Salo will be able to present their proposals, which can be voted through the participa.salou.cat portal and also through the forms that will be sent to the homes of citizens. On March 18, the winning proposals will be known and the government must execute throughout the mandate.
Three projects will be selected that can be presented by citizens -mayors of 16 years and registered in the municipality- those who make a series of proposals that, subsequently, should be evaluated for the viability and cost of the same by the technicians of the City Council, and those that meet the requirements will go to the final stage to be voted.
In a press conference, the mayor Pere Granados explained that "it is very important that Salou can advance in the development of the exercise of democracy and that it is the people of Salou who tell us that they want to invest part of the 2,019 budget"; for all this, he urged "to participate actively in this process that we open so that the residents of Salou can tell us what we manage from the City Council, which is what they want." For us, he added, "it is also a great opportunity to get to know first hand". hand the preferences of citizens and even closer to the citizen. "
For its part, the Councilor for Citizen Participation, Julia Gomez, noted that "the bases of participation in the call determine that each person may submit a maximum of 3 proposals, which must be municipal and general interest, nor can they assume high maintenance, and not to exceed 100,000 euros ", among other criteria. Gómez, also recalled that all citizens will receive in their homes a leaflet with the form of presentation of the proposals and that, later, they will be able to deposit in the box that will be installed in the Town Hall and in the municipal library or through the portal
participa.salou.catThe Councilor for Tax Management, Toni Brull, was also very satisfied with this first step and pointed out that "we allocated little more than 5% of the total investment budget for the 2019 fiscal year in this participatory budget item" and added that " We consolidate two aspects that were defined in the government pact, on the one hand the claim of the citizen participation regulation so that citizens can be more proactive in municipal decisions, and on the other, this deployment of budgets with a budget of 250,000 euros, giving maximum voice to the citizen ".
The four phases of budgets
- The terms that the government has set to start this process are the following:
- From January 21 to February 8, up to a maximum of 3 citizen proposals can be presented.
- from 11 to 22 February to 22; technical evaluation phase to determine whether the proposals conform to the bases
- From February 25 to March 15: Citizens vote on proposals that have passed the technical evaluation phase. Up to 3 proposals can be voted through participa.salou.cat
- From March 18: execution of winning proposals to reach the maximum budget allocated.
